HIGH COURT NOTICE FOR FOOD DEPARTMENT , HIGH COURT GIVE A NOTICE TO DEPARTMENT OF FOOD FOR STOP THEIR NEW JOB CIRCULAR AT FIRST MANAGE 8 LAKH APPLICANT JOB EXAM. 

The High Court has directed the Food and Duty Department to settle an appeal within the 30 days of the appeal filed in the notification of 2014 for the appointment of around 8 lakh candidates under the new notification under the new notification. At the same time, till the disposal of the application, it has been instructed not to recruit new manpower for the posts of the Food Department. A writ petition on Wednesday (March 27) in the primary hearing The bench of the High Court comprising Nazrul Islam Talukdar and AKM Hafizul Alam gave the order. Advocate Ishrat Hasan argued for the writ petition. On the other hand, deputy attorney general, Rama Chakma and AKM Amin Uddin Manik were present for the state. After the petition, Ishrat Hasan said that on 26 October 2014, an appointment notice was issued against the 59th position of the third and fourth grade in 15 categories under the Department of Food. About 8 million candidates apply for this. But after long time these applicants did not get any entrance test to participate in the written examination. On November 7, 2018, without giving effect to the appointment notice, another notification issued by the Food Department. In this non-gazetted 24 categories, the rank increased to 1,166 people. Meanwhile, in the new notification of the ministry in 2014, there is no mention that those who have applied need no new application. Therefore, according to the notification of 2014, many of the applicants ended the age of government jobs. So the applicants of the 2014 petition asked the Director General of the Department of Food to get a chance to participate in the new notification. Receiving a positive response from the Food Department, the petition was filed by the petitioner in the High Court. 40 job seekers including Enamul Haque. 

 

খাদ্য অধিদফতরকে ৮ লাখ চাকরিপ্রার্থীর আবেদন নিষ্পত্তির নির্দেশ

২০১৪ সালের বিজ্ঞপ্তি নিয়োগ অনুযায়ী আবেদন করা প্রায় ৮ লাখ প্রার্থীকে ২০১৮ সালের নতুন বিজ্ঞপ্তির আওতায় পরীক্ষা দেওয়ার সুযোগ চেয়ে করা আবেদন ৩০ দিনের মধ্যে নিষ্পত্তি করতে খাদ্য অধিদফতরকে নির্দেশ দিয়েছেন হাইকোর্ট। একইসঙ্গে আবেদন নিষ্পত্তি না হওয়া পর্যন্ত খাদ্য অধিদফতরের ওই সব পদে নতুন করে জনশক্তি নিয়োগ না দিতেও নির্দেশ দেওয়া হয়েছে।

এক রিট আবেদনের প্রাথমিক শুনানিতে বুধবার (২৭ মার্চ) বিচারপতি মো. নজরুল ইসলাম তালুকদার ও বিচারপতি এ কে এম হাফিজুল আলমের সমন্বয়ে গঠিত হাইকোর্ট বেঞ্চ এ আদেশ দেন।

আদালতে রিটের পক্ষে শুনানি করেন অ্যাডভোকেট ইশরাত হাসান। অন্যদিকে রাষ্ট্রপক্ষে ছিলেন ডেপুটি অ্যাটর্নি জেনারেল প্রতিকার চাকমা এবং এ কে এম আমিন উদ্দিন মানিক।
পরে আইনজীবী ইশরাত হাসান বলেন, ২০১৪ সালের ২৬ অক্টোবর খাদ্য অধিদফতরের অধীনে ১৫ ক্যাটাগরিতে তৃতীয় ও চতুর্থ শ্রেণির ৫৯৯ পদের বিপরীতে একটি নিয়োগ বিজ্ঞপ্তি দেওয়া হয়। এতে প্রায় ৮ লাখ প্রার্থী আবেদন করেন। কিন্তু দীর্ঘ সময় পরও এসব আবেদনকারী লিখিত পরীক্ষায় অংশ নিতে কোনও প্রবেশপত্র পাননি। ওই নিয়োগ বিজ্ঞপ্তি কার্যকর না করেই ২০১৮ সালের ৭ নভেম্বর আরেকটি বিজ্ঞপ্তি দেয় খাদ্য অধিদফতর। এতে নন-গেজেটেড ২৪ ক্যাটাগরিতে পদ বাড়িয়ে এক হাজার ১৬৬ জন করা হয়।
এদিকে মন্ত্রণালয়ের নতুন বিজ্ঞপ্তিতে ২০১৪ সালে যারা আবেদন করেছেন তাদের নতুন করে আবেদনের প্রয়োজন নেই বলে কোথাও উল্লেখওকরা হয়নি। এ কারণে ২০১৪ সালের বিজ্ঞপ্তি অনুসারে আবেদনকারীদের অনেকেরই সরকারি চাকরির নির্ধারিত বয়স শেষ হয়ে যায়। তাই ২০১৪ সালের আবেদনকারীদের পক্ষ থেকে খাদ্য অধিদফতরের মহাপরিচালককে নতুন বিজ্ঞপ্তিতে পরীক্ষায় তারা অংশগ্রহণের সুযোগ চেয়ে আবেদন করেন। খাদ্য অধিদফতর থেকে এ ব্যাপারে ইতিবাচক সাড়া না পেয়ে হাইকোর্টে রিট দায়ের করেন ২০১৪ সালের আবেদনকারী মো. এনামুল হকসহ ৪০ জন চাকরিপ্রার্থী। ওই রিটের শুনানিতে আদালত এ আদেশ দিলেন।
